Barnes said Sunday that Texas has not lived up to its promise in meeting the daily health needs of its citizens "There is probably no other state that has more outstanding medical facilities than Barnes told the Hospital Governing Board Seminar unfortunately we have not done such an outstanding job of solving the day to day health problems of our people "We have thousands of children who have
