Empire District Contracts for Williams Central Expansion Capacity (2024)

Williams Central pipeline has found a buyer for expansion capacity on its proposed Southwest Missouri Expansion Project. The Empire District Electric Co. signed an agreement for 63,800 Dth/d of firm transportation service to its power generation facilities near Joplin, MO. Williams will have to file an application with FERC to add 16 miles of 20-inch diameter pipe and make other modifications to its Central pipeline system. Williams plans to have the new facilities in service by June 1, 2003.

Williams Central's proposed Alva to Southwest Missouri Expansion Project will include additions to various line segments on the system in southwest Missouri and southeast Kansas. Williams Central brings gas from basins in the Rocky Mountain region and the Midcontinent to markets in Kansas, Oklahoma and Missouri.

This will be Williams' second expansion in three years to serve the growing power generation needs of Empire. In 2000, Williams added 37 miles of 20-inch diameter pipeline and related facilities to provide an additional 55,000 Dth/d to Empire.

"Empire continues to receive cost-effective gas transportation service from Williams that assures reliable fuel supplies for our generation resources and ultimately, reliable electric supply for Empire customers," said Richard McCord, director of energy marketing and trading for Empire. Based in Joplin, MO, the company is an investor-owned utility providing electric service to 150,000 customers in southwest Missouri, southeast Kansas, northeast Oklahoma and northwest Arkansas.

Williams' other central U.S. pipeline, Texas Gas Transmission, also is in the process of connecting significant new generation customers to its system. This summer alone there are 12 new power projects going online along the Texas Gas system, which runs from East Texas north to Indiana and Ohio. The new projects will add a total of 1.8 Bcf/d of summer peaking demand. The new plants are connecting along the Texas Gas line stretching from the lower Mississippi Valley south of Memphis all the way to the Cincinnati area.
